1. Purpose of establishing a Institute for Charity and Philanthropy in Japan(ICPNJ Japan's public interest corporation system underwent major reform in 2006 with the enactment of three public interest corporation related laws.

With the enactment of this Public Interest Corporation Law, the system of permission, which gave discretionary decision by the competent government agency and caused great harm, was abolished, and if a corporation meets the requirements stipulated in the law, it is possible to establish a corporation, and when an application is made for certification as a public interest corporation(PIC) that is equivalent to a charity in the UK and a 501C3 organization in the US. As a general rule, a corporation will be certified as a public interest corporation if it meets the legal requirements.

For corporations applying for public interest certification, administrative agencies have until now decided whether or not to be certified as a public interest corporation, but this system had many disadvantages, so after establishing a general corporation, it was necessary to Certification of "public interest " will be carried out by the Public Interest Certification Committee (Cabinet Office, 7 members, 5 prefectures), which is made up of private sector experts. This Public Interest Certification Committee system incorporates a system in which a third-party committee called the UK Charity Commission determines public interest.

As a result, an epoch-making reform was carried out, changing the recognition of public interest from the public sector to the private sector, creating a ``private, by, and for the private public interest corporation system.''

When the new system was enacted, it was expected that many private organizations engaged in public interest activities would apply for public interest certification and receive tax support while actively carrying out public interest activities.

However, the number of corporations that received public interest certification after the enforcement of the General Corporation Law was 77 (nationwide) in FY2021 , and the purpose of the legislation, which was to "improve the public interest," has not been achieved. Therefore, our business purpose is to support the establishment and operation of organizations that carry out public interest activities, and to disseminate and enlighten organizations that carry out public interest activities. We have established a corporate research institute (hereinafter referred to as the "Institute").

2. Research items in the Institute

(1) Research and research on the history of organizations and organizations that carry out public interest activities in Japan (from the Heian period to the present)

(2) Research on laws related to general incorporated associations and general incorporated foundations and public interest recognition laws

(3) Analyze large-scale, medium-sized, and small-scale corporations in Japan, and conduct research on what kind of public interest corporations are engaged in, at what scale, and what kind of public interest activities they are conducting.

(4) Investigation and research into what kind of documents a general corporation prepares when applying for public interest recognition, and how they deal with the difficulties they face when applying for public interest recognition.

(5) Investigation and research on mergers and dissolution of public interest corporations

(6) Investigation and research into other public interest corporation systems necessary to promote “promotion of public interest”

4. The Institute conducts research with the following members:

Anyone who wants to conduct research on the public interest corporation system can become a researcher by joining as an individual member or a corporate member (in the case of corporate members, executives and employees of the corporation can become researchers). . There are no costs for researchers other than paying individual membership fees and corporate membership fees, but there is no remuneration. If you want to learn about public interest corporations or want to establish a public interest corporation and engage in public interest activities, you can become a researcher at any time and conduct research with laboratory members.

5.Holding a study group

(1)Institute members and researchers each create their own research topics and conduct research.

(2)When a Institute member or researcher indicates a research topic and requests to hold a study group, the laboratory director of the Institute will promptly convene the study group.

(3)Anyone who are interested the Nonprofit studies can participate in the study group online.

6. Survey/research results
The results of investigations and research in our Institute will be published on our website or in publications.
